The legacy approval group setup tables are still used alongside the Advanced Workflow. The purchase.location field on the purchase order maps to an approval group, and this value is passed to the Advanced Workflow service for routing.
Verify Legacy Approval Group Configuration
Ensure that:

Approval groups exist on the Approval Groups page for each location used on purchase orders.

The Approval Information page has approval levels configured for each approval group with appropriate amount ranges and approver settings.
